Annette founded a homeless youth program at CAC. The program is called Youth WINS. Youth WINS serves youth/young adults between 18 -22 years of age, who are struggling with housing insecurities. Youth don’t have to be literary homeless to qualify for this program. This program in funded by multiple funding sources, and since 2017, has created a budget over $358,000.00. This funding helps support, three case managers, and new youth position Annette has created.

She has also developed a very successful youth driven board called the Youth Action Board (YAB). The YAB was organized in 2018 as part of the Youth Homeless Demonstration Project grant. The YAB has celebrate many successes, the first was taking an active role with the City of Knoxville Five Year Consolidation Plan. For the first time in the history of the City of Knoxville, youth homelessness will be addressed in the Five Year Plan. They have also marched in the Knoxville Pride Parade and attended many community events including addressing youth homelessness at the County Commissioners meeting. One of the most resent accomplishment for the YAB was creating an all gender-inclusive poster that is placed on all the KAT buses directing youth who are struggling with housing to Youth WINS. These posters were also approved for posting in the Knox County Schools.
